Ability to disable DMs from server members and bots separately

Today, most servers require verification that is handled by their bots. Most of the time users get DMs from those bots, with good intents. On the other hand, some spam accounts also send unwanted DMs to those users, which have no choice because disabling server DMs would break the bots' functionality and inability to manage the user in the server.
