Add an ability to allow direct message from a random member of a server if they have been a member of that server for a specific duration to help combat scam

Problem statement

Users of a server are getting scammed.

Banning the user from discord does not work because they will come back as a different account (and by using IP and hardware spoofing if needed).

It is an endless battle against scammers and it's becoming a real issue.

User story

I'd like to reduce the amount of scam for a discord server that I joined.

Existing solution

The 'Allow direct messages from server messages' works but it makes it difficult for genuine members of the server to communicate with each other privately without spamming the public chat. It creates an anti-social bubble as one user would say.

A workaround is to become a friend with that person. But that's just one addition step on both sides, and the scammer can do a friend request anyway.

Possible solution.

Supplement the existing 'Allow direct messages from server messages' option with a nested option (that is shown when enabled) to specify the minimum duration a user must be a member of the server for this setting to be applied (if enabled).

This will help combat scam because a moderator of the server can simply kick the a scammer from the server, and the scammer will have rejoin the server (as a different user) and then wait for a specific duration in order to be able to scam a random person of the server.

While a newly joined user of the server will not be able to send a DM to an existing user (without having to wait for a specific duration), the existing user can send a DM to the newly joined user without much friction. This new user can simply write 'I need help with this issue' in a public chat.

Alternatively, have this option controlled by the admin of the server and applied to all users of the server, if they have 'Allow direct messages from server messages' option enabled.

That way the admin of the server can protect new and and existing users from scammers. And reputable servers may want to have a longer membership requirements to allow DM.

That way, each server will have their own settings. Because, as a user, I may not want the option to be applied to all servers I join. Some servers are private and some are public.
