  I think this method is used if when another account on your IP address gets disabled and then when you create a new account this prompts up, so this usually means that unless you have a phone number, you are IP banned. Try using a VPN to bypass that method. If not, try resetting your router. If that still does not work, contact Discord support.

  You can't. They want your phone number, and will refuse to re-enable your account. It's so stupid.

  also the discord staff auto close tickets. and have a nasty habit of banning emails so you cannot reach discord support.
