Discord Discovery isn't working

Hello !

I'm trying to create Discovery feature for my community server and I can't go to the fourth step (to valid rules). There is no errors, nothing that can tell if I've done something wrong (just Save changes at the back of the panel) and I've tried many differents things and nothing seems to work. Can you help me please ?
