Regain access to original account

After this recent outage I tried logging back into my account using the same email and password I initially set it up which was under username CielOciel#4880 but it logged me into another one that is similar but different cielOciel#0192.
This one showed up completely empty as if it were brand new with no profile picture, none of the groups that I was active in, therefore I no longer have various whitelist, level, status, and rank upgrades that I had earned.
I am looking to see how I can regain my original account?
