Roles

Ok i have a question i would like to get answered on roles

We had a issue on our server where rolls were removed without warning and no one in the whole server had the power to do that but the owner.

 They claimed they did not do anything and since we can't look at the audit logs.

 So the Question is can a server just remove a role from a person at random?

Having this question answered would be a great help
