I thinking about a proposed global ban feature

Disagree. Most server bans do not supply any reason at all and rules are wildly inconsistent across various servers. A great deal of server owners are merely power tripping narcissists, on top of this no matter what reason is given for a ban, there's no way to actually prove they committed said offense in said server. If you joined my server right now for example, I could ban you and for a reason I could say "Spammed racial slurs"

With what you propose, it really doesn't matter if you actually committed the offense or not, other server owners would see that I banned you and gave that as my reason. As a server owner, you can ban anyone from your discord server for anything or nothing at all, because of that there's no good reason for information regarding these bans to be public, nor is there any justification for a global ban function.

This is a terrible idea, and would be too easily abused to harass and ostracize people you personally don't like, while not actually offering any real benefit to safety.

Server owners often confuse themselves as authority figures. They aren't, and you aren't. Discord servers are social hubs, not personal kingdoms, not nations. There's a reason so many memes exist about discord admins/mods/server owners.
