Bypass Slowmode and Always-On Slowmode Permissions

In my experience the past few years, there's only been a few regular members of my discord server that cause us to activate slowmode in a channel. They're contributing members, so removing them would be wrong, and muting them temporarily won't change their habits. We warn them over and over again to stop spamming messages, but it's just how they type.

I think it's a huge lost opportunity to not have a dedicated permission for slowmode always on/off. It's annoying that everyone else in the discord has to deal with the inconvenience of slowmode due to just a few members having a bad habit of train-of-thought spam messaging.
