Split "Manage Roles" into two permissions; "Manage Roles" and "Update Roles"

Currently, there's an issue with moderation regarding roles. There's only one command that we can use to manage our roles, being "Manage Roles". The issue with this is whoever has the permission, can not only assign and remove roles from people under them, but can also edit and delete ALL the roles under them.

What if we wanted people to only be able to assign and remove roles from people, and NOT be able to actually edit the roles themselves or delete the roles entirely? I find this as a huge flaw and makes it different to trust people with those permissions in larger community servers.

Please create two permissions, one being "Manage Roles" which allows the editing and deleting of roles themselves, and "Update Roles" which allows for the assigning and removal of roles on others.
