an account with a lower position but has admin permission cannot mute an account with a higher position without any permissions. is it behave this way?

  Depends on the perms. Is your role able to mute? Is your account able to mute (in other words did your account not get the mute perms) Is this user not able to be muted? There is so many wonders that we don't know. Ask the Owner of the server about this and if you are using a bot than the Owner whoever he/she may be has set up where a lower role is above a higher role but its not like that in a server
