Role-Specific Muting for VCs
The ability to mute those with a specific role in a voice channel. Sometimes, it gets a bit too much for people to concentrate in VC without getting their eardrums blown out.
Example:
In a server, the 'Guest' role is assigned to new users. If we have a bunch of new users in a voice channel, you might not want to hear them. This is where that feature would come in.
Implementation:
Something like in the Privacy Settings tab for each server, where for that specific server you can set role defaults.

This is applied inside the role. A privacy setting is there for obsolete. I do see something else you mentioned. About the auto assignement for new users. This might be something that could be added as at the moment Bot's are issuesing this. Keep in mind that everyone has a freedom of speech this is also a ToS issue. As Community's are meant to bring people together so, taking away the voice would Deprecate the ToS.
To answer your issue to a certian degree. You can make a role that grants speech. Taking all the roles above the speech off means people cannot speak until you reached a speech role. Keep in mind Discord uses a Weight System inside the roles So the lowest role. is the leading role the rest will add perms on top of the lowest. Meaning: Everyone(No Perms at all) > Guest (Only text perm And inheritated the Everyone perms) > User (Adding voice and text And all perms from past. This means that the perms that where off in the previous ones will now be enabled.) > Etc.
This is how you can adjust speech and perms. By granting a specific perm to a role. and using the Weight System (Ladder System) you can grant perms on certain points.
Use a bot to grant roles for new users when they join (Mee6 is working together with Discord so might use that).0
