ADD - Server Reaction Settings & Voting

Proposal is to have a new set of settings for reactions that allow admins and mods to:
(1) control the number of reactions allowed per post
(2) turn on voting
     (a) voting would allow admins and mods to set which emotes to use and how many
     (b) reactions would auto appear under each post faded out until one is selected to give accurate voting counts.
