Scalable Timeout permission

You should be able to set how long a user/role can time out for maximum - instead of it simply being an on/off option.

For example: the role `Member` shouldn't be able to time out, `Mini Mod` should be able to time out for up to 48 hours, and `Moderator` can time out for any duration.
