Reddit Style Silent Ban (Disable abusive users without any indication to them)

Hello, there is a potential gap in server management that I feel can be answered very easily with reddit style silent banning.

Normal ban:
If a malicious user tries to cause chaos in a public server, they could get banned. In a normal scenario, they will be account + IP banned and not be able to join again.

Repeated offender ban:
For malicious users that repeatedly rejoins using a proxy to bypass bans, adding phone verification makes it difficult for them to bypass bans.

Problem:
Adding phone verification raises the bar of entry for public servers and that would be unwanted in some situations. Some servers want to intentionally have a low bar of entry for participants but at the same time require mechanisms to manage such abusive users.

Proposal:
To keep such malicious users at bay, while at the same time keeping the same low bar of entry, I would propose that server managers be able to silent ban users such that:

• all interaction will seem to work to the silent banned user
• to everyone else, the silent banned user cannot reply, cannot respond,
• silent banned user does not have knowledge or indications of the silent ban.

This will be more effective as a deterrent and prevention for malicious actions to spam account creation with IP proxy.
