Suggestion: The ability to disable @-Ing ANYONE for roles

As of now we only have the ability to disable @-Ing Everyone, Which is usefull. But it doesn't stop raiders or what have you from @-Ing each individual user in one message.

So having the ability to stop users from even using @ Would make moderation alot easier.
