Reduced notifications mode

A middle ground between server mute and being notified about absolutely every message:

- Only notify for the first new message from a given user (eliminate subsequent popups until somebody else sends a message)

- allow notification filtering (don't notify if the message only contains 'lol' / a single emoji / a link etc.)
