Add option to manually delay voice channel

I'd like to be able to add a delay to the playback of other people's voice activity, ideally just to sync up their microphones so that I don't hear echoes when they're near enough to each other to pick up their voice in the background but not close enough to mute one of them. Thus the delay should be able to be set in relatively small increments, and be unique to each user. That is, just as I can adjust each individual user's volume for myself, I should be able to set the delay for myself alone.

  yeah it would be awesome for singing... Im in a community that has kareoke nights but we are haveing trouble while trying to sync our voices
