Reaction Abuse

Just an idea, but it might make sense to add some kind of cool down to being able to remove your own reaction. I moderate a decently sized public server, and we occasionally have people who react messages with inappropriate emotes, but then remove them right away. Since you have to go hover over the emote and wait a second for the name to pop up, it becomes impossible to moderate. Even if your cursor is hovering over where the emote will show up, it's still not enough time for the name to be displayed. 

The only real option right now is to make some sort of logging bot to keep track of all reacts, but that seems like a roundabout way to solve the behaviour. I think the discrepancy between the time to remove a reaction and the time to see who posted the reaction is too easy to abuse and should probably be tweaked. Anyways, cheers!
