Quote blocks look bad because they don't differentiate the quoted text well enough

This is sorta achievable using a string like
> *`Quoted Text`*
But that's a pain in the ass and requires 5x as much effort as just the standard quote block formatting of

Please italicize and darken the background of quoted messages like most forum boards do so that the quoted text is more discernible from normal text, cause right now it's just normal text with a little bar on the side and slightly offset, and that just looks bad.

On top of visual formatting, there's a lot else that ought to be corrected:
- You should absolutely be able to quote images in chat. I feel like a very common use case for this feature is to quote an image someone posted X posts ago so you can react to it (Someone's art, a funny joke image, etc).
- Users should be attributed to the quote WITHOUT @'ING THEM. There are countless cases where you might want to quote a user without actually bothering them. Say you're having a discussion with someone other than the user you quote--you wouldn't want to be notification spammed because someone was quoting you for the purpose of argument, humor, etc.
- TIMESTAMP THE QUOTE. There are plenty of cases where the timing if a quote is crucial to the context.
- Emoji sharing. If user A has an emoji but user B does not, then the quote does not format properly. Fix this:

I've been waiting for proper quoting functionality for so long. Its one of the last crucial chat features discord is missing. Although adding some form of quoting is a step in the right direction, please don't just stop here!

I want to bump this a bit because I have been a little frustrated by the quote system. Based on other applications (for example, Slack or literally any forum), you can actually link back to the exact message with the timestamp and everything with a quote.
I notice that messages already have message IDs, so easily, someone can add a message ID to the quote block and have the quote contain a quick-link back to quote.
It's difficult to distinguish from normal messages, it's almost useless, and to be fair, it is a little ugly.
