Add items to new hover context menu

With the new hover context menu (not sure if it's out on Stable, but I have it on PTB), it would be nice to see an option for a user to remove/add quick options to it.

Let's say I'm a frequent message quoter, and I want to easily quote messages without having to right click. I could add the Quote button to the hover context menu in my appearance settings, and easily access it when hovering over messages.
