splitting emotes and stickers and disabling them seperately, disabling the gif button without removing embed permission

Currently in servers the permission for emotes and stickers is shared, why?
I feel like people should be able to allow emotes but not stickers on their server. This can help servers prevent people from flooding out messages with stickers while still maintaining the ability for people to express themselves with emotes.

We should also be able to disable people from using stickers as a whole for if there are built-in stickers on the platform and external stickers for when people are in a server that has them.

Tenor gifs/gifs menu also can't be disabled due to them essentially just being embeds, allow servers to disable the gif button just like how discord hides the upload button if you don't have permission

why suggest this?

As a server owner i really dislike the fact that I can't prevent sticker/gif flood from a server without disabling the ability for people to use external emotes/link embeds. Server owners should have more control over this.
