New feature request: Admin "bump"

Admins should have the ability to "bump" a post back to the bottom of the chat. Often times important messages are lost in the chat scroll and people don't view pinned messages all the time. Allowing admins to bump a message to the bottom of the chat will ensure that more people see the message and admins don't have to manually remove chat that is blocking the message that they want people to see.

Add a new option to the existing context menu that allows admins to bump any message back down to the bottom of the chat.
