Server Config for DMs

Greetings, 

With recent DM advertisements, and overall annoyance with big servers. Could we have a toggleable config in server settings for "Enable Server DMs for Users?"?

Basically what this does, is for any big servers (or little, we don't judge!) is set a server wide DM off and if people would like to enable DMs they can do the same for how they would disable them.
