@new tag for new server members

A 'new' tag would notify users who joined the server within a few days prior to posting (time period could be configurable), and the message would be highlighted for any user that joins after the message was posted.

This feature would be useful for either welcoming new members or making sure they see important messages (especially messages not shown on the landing page for a server).
