Restrict messaging during certain hours of the day

In one of my servers, a few users send messages at around 1 am, even though I have said multiple times to only send messages between 7 am and 10 pm. I would like to see an option for server administrators to allow them to restrict or entirely block the ability for selected users or roles to send messages during hours you specify. Perhaps there could also be a button to allow users to break through this restriction to post an urgent message (again, this could also be enabled or disabled by the administrators). I think this could be useful for servers such as student groups, where messages sent on an exam night would cause disruption. Or a community server, where spamming of GIFs at 2 in the morning wakes people up. Thank you for reading.

  I understand that this feature could be misused, but I think it could be very helpful for those who use it legitimately.
