Allow users to message those who send them friend requests
Somewhat related to, but separate from this issue:

I suspect Discord developers don't want to allow people to send messages with the initial request because that would allow for the spam that they're trying to disallow with other privacy settings.
However, I, as the recipient of that message, should be able to initiate a conversation with that user to see if it's someone I know. Unfortunately, this is what I get:

In this case, there's no potential for spam from me -- I'm trying to contact a person who wants to be my "friend".
I realize implementation could get tricky here (now Discord has to maintain some extra state that X had a pending friend request to me, so I can message them, and I initiated conversation with X, so now they can message me too, etc.) But it's an annoying usability issue at the moment.
With the current system, I need to accept the friend request, then message the person, and wait (maybe days?) for them to respond. And I'll likely forget that I'm waiting to "verify" who they are, so now I just end up with a bot "friend" who now gets to track my online status. This seems ... worse than just letting people send a message with their initial friend request, which we could mark as spam.

Additionally -- I've ignored a friend request from this account before. They sent another. But I don't even have the option to report it as spam.

First of all, bots in your dm's can not track your online activity.
Secondly, the reason why you cannot message the person is because you don't have any servers where you both are in, that is one way how Discord works, could also be that the user doesn't want to receive messages in the dms, and have blocked it.

goodguyfrosty However, if person A sends person B a friend request, person A is explicitly communicating to person B that they wish to communicate with person B (otherwise, they would not have sent that friend request).
However, person B might not know person A, and might not share any servers with person A, and wants to know who person A is. Therefore, person B has a very legitimate reason to send a message to person A in this situation - and person A has already indicated that they wish to be able to communicate with person B. Thus, person B should be allowed to initiate the conversation (if they so desire), regardless of what person A's default setting for DMs is.
Person B's default settings for DMs should still be respected, however - to prevent person A from just spamming person B's DMs by merely sending a friend request to person A. Therefore, if person B's settings prohibit DMs from person A by default, person A must not be allowed to send messages to person B until person B sends an initial message to person A (as this action of person B sending a message to person A would indicate that person B wishes to communicate with person A).
This temporary DM permission must only be valid whilst the friend request is pending. If person A cancels their sent friend request, or person B declines the received friend request, the temporary DM permission must immediately be revoked.
