[Feature Request] Allow to set persistent/default state of mention ping

I know this has been requested twice before, but I'm just not necroing those requests

So, what I'm requesting is the following:

- A user global default state of @ON and @OFF

- A user per-server default state of @ON and @OFF

- Server Admins should be able to set a permission so that all users carrying a certain role cannot be mentioned with @ON
